A Guide to the Assessment for Mobility Scooter (AMS)

From 28 February 2026, mobility scooter users in Singapore must obtain a Certificate of Medical Need via an Assessment for Mobility Scooter (AMS) to ride on public paths.

This assessment is available at all HMI OneCare Clinics and the process is simple. Read on to find out more.

  • Review your medical history and documented medical conditions.
  • Conduct a physical examination and assess:
    • Whether you have a medical need to use a mobility scooter,
    • Whether that need is temporary or long term, and
    • Whether your require a device that exceeds that prescribed dimension limits.

No appointments required. Walk-in at your convenience!

👨‍⚕️What do I need to bring?

  • A valid NRIC, FIN, or passport for registration at the clinic
  • Existing medical reports or records of any mobility issues

🏥 Post-Assessment: What happens next?

Once your assessment is complete, HMI OneCare Clinic will submit your Digital Assessment Form directly to the LTA on your behalf. If you’d like a digital copy for your own records, you may leave us your email address.

Verification of Certification Status

To confirm that LTA has received your submission, visit the OneMotoring portal. Your status will typically be reflected within 7 business days after your assessment at HMI OneCare.

Immediate Usage 

You do not need to wait for the digital status to appear online before using your device. Once the assessment is successfully completed by our clinician, you are authorized to use your mobility scooter on public paths right away.

❓ Frequently Asked Questions (FAQ)

1. Is the Assessment for Mobility Scooter (AMS) compulsory for users of mobility scooters?

Yes. Under LTA Regulations for Mobility Aid, users of mobility scooters and its equivalents must obtain a Certificate of Medical Need through the AMS. 


2. Can I take the Assessment for Mobility Scooter (AMS) online or via teleconsult?

No, LTA requires an in-person assessment. The AMS must be performed by a Singapore-registered doctor or Occupational Therapist (OT).


3. Can I use CHAS or Medisave to cover the assessment cost?

No, please note that CHAS and Medisave cannot be applied to the cost of the assessment. 


4. Who is exempted and does not need a certification?

  • Seniors aged 70 and above; or
  • Beneficiaries of subsidised mobility scooters from the Seniors’ Mobility and Enabling Fund (SMF) before 27 February 2026; or
  • All existing and prospective beneficiaries of subsidised mobility scooters from the Assistive Technology Fund (ATF); or
  • Past and future applicants of the Ministry of Health (MOH) disability schemes, who have been assessed with Activities of Daily Living (ADL) needs in either ‘Mobility’ or ‘Transferring’ via the Functional Assessment Report (FAR) or Severe Disability Assessment (SDA).
